Most of these websites only pay you when you get to the payment threshold.
How to Fund Payoneer Account via E-currency Exchangers
There are lots of E-currency exchangers that collect cash from you and fund your Payoneer account with the cash equivalent you paid. You can Google the E-currency exchangers that sell Payoneer in your country.
Below are some of the reliable E-currency exchangers in Nigeria that sell Payoneer funds;

These are the few I could find online as most Nigerian E-currency exchangers do not buy or sell Payoneer funds.
You need to register on this websites, fill out their KYC forms (Know Your Customer) to enable buy or sell. You could transfer cash to their bank accounts and get the dollar equivalent in your Payoneer account. You should check the buy/sell rates before you transact.
